Refresh layout after activating/deactivating workspaces

* exwm-workspace.el (exwm-workspace--set-active): Refresh layout
after activating or deactivating workspaces.

* exwm-layout.el (exwm-layout--refresh-workspace): Hide X windows on
inactive workspaces.
